not completely true, the HP scaling between base game and G rank is as expected for MonHun. the difference with Iceborne is the hitzone values; you do less damage by default to accomadate the tenderize buff
as an example, Rathalos' head has a hitzone value of 65, or a x0.65 damage multiplier on it's head in high rank. in master rank, it's cut to x0.6. with tenderize, it goes back up to x0.7 (the formula for the increase you get is X+(100-X)/4, where X is the hitzone value).
it's a dogshit mechanic either way
