Sorry if this sounds like personal blog shit, but the thought crossed my mind, so figured I'd ask. I don't have a lot of friends, or at least not a lot I can share my hobbies with. I have done some streaming in the past and got like 10 views from folks, which I consider pretty good. I kinda wanna get into streaming as a Vtuber so I can make some friends since the community seems cool, is this a good goal in mind or would I be shit out of luck?

There is literally no reason not to send an application no matter who you are, as long as you don't shitpost on the form. The worst case is nothing happens, which will still occur to the hundreds of people who do pass the imaginary boundaries you guys are setting up. If they put male on the form and say nothing about the voice like with the singer application, you can bet your ass I'm taking my shot. Good time to learn video editing anyhow.
