Indeed there are no "rulebook of vtubing" saying you have to act a character. You can, if you want.

Vtubing can give a layer of anonymity, good to start on a clean state, and to be more yourself by worrying less about how what you say would affect you IRL, people can be less shy.
It allow to show some emotions without showing your face : IRL your look will always affect how people perceive what you say, while with vtubing you decide how you look.
Honestly vtubing is many things, Hololive didn't define it.
