Sailor Venus is a blonde stacy because she was the first protagonist of the Sailor Senshi franchise. She represents the oldschool conception of a magical girl -- A weird, proactive, somewhat dreamy space case who solves crime looking cute and socially dominant. Minky Momo, Creamy Mami and Card Captor Sakura represent other instances of this "Wandering girl-saint" style of magical girl. In these the magical girl is less a divine warrior so much as a trial adult whose powers represent the early teen desire to be grown-up and cool (you see this DNA in the presence of the disguise pen which Usagi abuses the HELL out of despite her familiar's consistent kvetching -- It's like slapping on your mom's makeup except it works perfectly) rather than simply righteous.

Venus solves things through a mix of disguise, combat, magic and gentlewoman thievery and even has a mask reminiscent of various cat burglar outfits.

When they made the transition to sailor moon, they did it under two stipulations
1) The girls were to represent Power Rangers/Super Sentai-style color groupings & transformation sequences
2) They all had to wear Sailor Fuku

They didn't want to alienate the audience they'd gained with Sailor V so now you simply have *two* blonde protagonists fighting side by side.
Pippa likely prefers V for the aforementioned reasons listed: She's someone who manages to be her truest most confident self and acts as quirky and goofy as she wants without caring what anyone says.

Had she not lived in the ass end of nowhere she'd have likely gotten wayyyy into Shugo Chara as well.
