I've eyed Billboard's artist rankings every now and then and I've noticed the same. About half of the top artists chart has been there almost every week since Billboard Japan became a thing and started doing the listing whereas the other half has been there for less than 10 weeks. Already with Still Still Stellar and Specter Suisei managed to crawl up to the tiny group of artists who've been there for more than 10 weeks, but aren't really dominant. That said, I've only watched it very intermittently and it would make sense that that tiny in-between group just evades my attention because they're still dependant on new releases to make it to the chart.
