Mumei is 'old civillization' and thousands of years old simply because she is the manifestation of the concept of all civillization and the Guardian of Civillization; not only is it not anything to do with Gura but Mumei actually predates Gura significantly and sinking Atlantis was just a Tuesday for Mumei
Furthermore, the lore has already established that the aquatic people like Gura were not the original inhabitants of Atlantis and settled in its ruins and Gura is just some New Atlantean shark girl (possibly royalty, possibly not), not one of the original inhabitants who all got wiped out thanks to Moom hundreds/thousands of years before
Mumei has also stated that she can continue to exist even without human/Earth civillizations and can wipe out all civillization if she wants, she isn't tethered to it as much as you think - it's more like she's a morally grey god that maintains and oversees civillizations and judges if they are worthy, not some kind of spirit bound to them (I understand this is kind of confusing with her being a manifestation of civillization and having been birthed from people inventing civillization but that's how it is)

There's no reason to think that if Gura died Mumei would cease to exist; Gura is just some moderately powerful sharkgirl with a magic trident she stole whereas Mumei is some kind of capricious conceptual god-being born out of humanity's wisdom and malice
