LoRAs require some extra setup to train and run (unless the UI has been updated recently, I haven't been paying attention), produce much larger files, and require more VRAM to use—at the moment, all of this means that embeds are more accessible to more users. Besides that, embeds don't take long to train; preparing a quality dataset takes much longer than training the AI on that dataset.
