I used to be a digital artist. Early on, I used to trace a lot, and flipping/mirroring the original (basically, the reverse of what that anon did) was a low-effort way to make a traced work less obvious when looking at the original. So the fact he mirrored it isn't really an argument against tracing.

By the way, I did check those two images. It's definitely not traced. Saurei's limbs are much thinner than the source art, and her head much bigger, so lining up the lineart is impossible without severely distorting the proportions of the original. If it's traced, it's been modified so heavily that it's impossible to tell, so basically precludes most definitions of tracing.
