Anon, I had a similar issue with my bank. It turned out that the card wasn't available for international purchases, see if that's the case.
If that isn't the case, check the limit on your account, and if it STILL isn't that just change banks accounts and never look back, restrictive banks like that tend to be shit.
Also check if you can either buy it from hololive's official site, buyee or geekjack. Try every single one of them, trial and error never killed anyone[citation needed].
