When they remade Gen 3 of Pokemon they realized that the original Gen 3 villains were the absolute most dogshit things they've ever come up with. So they completely redesigned everyone in both teams from the ground up and gave them actual personalities as well. One side effect of that was turning the Team Aqua leader from "generic guy in a black shirt" to "sexy pirate" and then gave him a bromance with the top Team Aqua lieutenant who was changed from "white guy in a striped shirt" to "seven foot tall shirtless chad"

The Gen 3 remakes are divisive for a lot of reasons but literally nobody is mad about the changes to the villains.
