The purpose of the characters is as a way to hide actual identities and deflect questions they don't want to answer.
Like how Korone shoots down all the guys who keep proposing to her by pointing out that she is a dog.
How much any individual vtuber sticks to the character is up to them. Some like Kson don't have a character at all.

That's why HoloCouncil stands out. They've got buckets of lore. They're positively drowning in it.
