Omocat is an artist that did a webcomic and other art online, branching into clothing and other merch including official ones for Pokémon and Hololive. She is also a game dev and her company made the Omori game based on her old webcomic, a pretty popular game that helped make her well known online. A few months back she also debuted as a vtuber herself.
Also, Omocat is a shotacon and about s decade ago on her relative youth she was pretty open about hilariously expressing and defending that on her main accounts. It is pretty obvious in hear art styles and preferences too, with the young boys in Omori and she even had a shirt design with a boy on it that said “Shota”. Because of this she had gotten endless waves of crap online from people whenever she is starting a new venture despite her repeatedly apologizing for her previous behavior. Apologizing just draws more attacks like always but keep in mind she has had business partners and companies bring it up and ask her about it before and she needs to look out for her business and employees.

People remember the Drifloon one because it is funny, but she had several other tweets talking about how much she loves little boys and defending it.
The drifloon tweet is also rather cute because drifloon really is her favorite Pokémon.
