Baelz (Universal+) > Kronii (Universal) > Sana (Solar System) > Fauna (Planetary) > Mumei (City-Country, via nuclear weapons)

But if we're talking about FULL POTENTIAL, then:

For Mumei, it's safe to assume that humanity will be able to conquer nature (>>11837071), as well as time, given the many instances of time travel in hololive. However, that's as far as Mumei go, seeing that Sana's "Space" is actually infinite in size as of her official profile:

I don't see humanity being able conquer something like that.

As mentioned above, Sana at full potential is infinite in size, which means she would surpass Kronii (as time is finite). However, she would not able to surpass Baelz since it's mentioned in the Prelude and Omen videos that Chaos will exist as long as Space does, and given that Baelz is superior to Sana at base, Sana sits just below her.

Therefore, the max potential tier list would be:

Baelz>Sana>Mumei>Kronii>Fauna
