As much as this sounds like a falseflag, I actually think this is how most NijiJP fans think.
Your liver and their friends are "your circle" of people to care about, and everyone else including other livers, holos, indies etc. are strangers who you don't need to care for (or can actively shit on).

This is why stuff like niji oldfags flaming Chigusa for singing VTL, or Salome fans flaming Melissa when Salome delayed her stream for her graduation etc. are frequent incidents.
Half the livers are also strangers to each other, so their fans have zero qualms about shitting on some of them if they feel like it.

It's only NijiEN livers who have the complete opposite approach, and are trying to build a "family" atmosphere but rapidly losing their grip on it every time Luxiem is shown to be obviously favored over other waves.

Pic related is Rule #1 of the streaming industry - VTubers especially - so the NijiEN fans have been gaslighted by their livers into a situation where they have to simultaneously think that everyone they care about is a happy family, while at the same time watching Luxiem getting favored due to numbers. You can even see that in /NijiEN/ where old NijiJP fans try to tell the newfags that this is how Niji has always worked, but they just get confused looks. Because the EN talents deviated heavily from how JP has worked.

This is the #1 reason why the NijiEN fanbase especially has grown into the toxic cesspool you see today. JP livers have no qualms about saying that Nijisanji is too big, and that you can only care about certain people. Hell they've had open fights with each other, during the dodgeball incident and the other offcollab where Chaika and Ryushen almost came to blows.
Non-shitposting Selenfags are probably the only fanbase that understands this, since Selen mostly doesn't have a filter and outright said she's in competition with her colleagues for numbers.
EN fans have to use half of their cognitive capacity to just hold these two contradicting truths in their heads, which is why a lot of their responses come off as unintelligent babble.

Luxiem got that audience because they pandered to them, by doing openly sexual RP streams, reading "horny tweets" and all sorts of other degenerate streams.
This is the audience that they built for themselves.

Pic related applies, so if they expressly say that "It's business, there's nothing more" off the bat, then anyone pushing it further will cross the line of "not respecting what their oshi wants" and so can be easily accused of not being a fan and shouted down by the rest of the fanbase.

Same thing happened with Aqua during Startend, where her fans went to other streams to see her in action and started flooding those comments with Aqua related stuff.
She addressed the issue on stream, saying "You guys are probably not doing it, but please stop" in a way that implied that anyone doing it was not a fan of hers.
And it instantly stopped.

Hololive chuubas generally filters the type of people that would call for Pride flags or other form of virtue signaling due to their strict 'no politics' rule.
VTubing has basically become another form of streaming, so the people who want this stuff will search for someone that panders to them.
And who does that? NijiEN.
Why would you then be surprised that the Niji fanbase would attract these types?
These people would be laughed off from the Holo fandom, because the Holo girls are generally a lot more level headed, and despite whatever they may privately believe, they will not bring that shit on stream.
So they get the general audience that do not give a shit about whatever hot political issue everyone else is screeching about, and just want to be comforted by cute girl noises or cute girl playing games.

The overwhelming popularity of Hololive basically proves that the majority of people do not care for these freaks or nature, which is one of the most optimistic facts once you realize it.
