I can at least answer how things are for the Korean side of things.
First off, Twitch removed VODs from Twitch Korea due to new legislation increasing the price of bandwidth, so that answers >>58275658 as to why KR doesn't have VODs.
Second, the Korean Twitch scene is widely dominated by two agencies, Isegye Idol and StelLive. Because Hololive never had a foothold or branch in Korea these two agencies filled in the gaps as a local alternative to Hololive, and are fairly popular. StelLive in particular shares a lot of it's viewerbase with Hololive. Outside of those two there are several small corpos, larger indies, 3-views and of course 2-views.
Third, the content variety varies wildly, mostly due to the fact that porn is banned in Korea and thus Vtubers can't lean on coomer content as strongly as on EN Twitch. Granted there are some notable exceptions (mainly ASMRtubers) but these usually keep their heads down so as not to be targeted by prudes who report them, and as such none of them surpass the 1k CCV mark. As for popular content, singing streams tend to be very popular, and anyone who sings well enough is usually guaranteed some level of viewership.
