No, Steam doesn't allow anything in their store that the original copyright holder doesn't explicitly approves. Most likely due to potential legal headache when steam uses materials from the uploaded content for their own marketing/commercial purposes. Hopefully they have backup servers to handle their online functionalities because using Steam's isn't a permanent solution
