It's not that simple. There's the bitrate on what the streamer sends to the server, and then there's the bitrate on what the server sends to the viewer. Whatever the streamer sends to Twitch is what Twitch sends to the viewer. Youtube is different, the streamer sends them video at some bitrate, then they re-encode that video on the fly and send the re-encoded video to the viewers. You can't really compare the two easily, but in practice having watched Nene/Ame/Roboco on both Youtube and Twitch, their models are much crisper and more fluid on Twitch.
