>While I don’t know why they were delayed in the first place, maybe it had to do with finding available riggers (which is why some of the costumes have different riggers). They probably could’ve been ready by Halloween, but they agreed only having costumes for one day or last week of October it would be kind of a waste. So they were delayed again, and it was during November the designs got overhauled to be regular party gowns. If you look at the designs, this makes it clear (some more than others):
