I pretty much agree, yeah. I think it's also why EN hasn't really taken off all that much long term.
With the JPs you have far more overlap with fanbases, everyone watches mostly everyone. Listeners all have their oshi of course, but even outside of that they mostly stay in the "Holo-Family" and put on other Holo's streams, browse other Holo's Twitters, etc, and the girls themselves incentivize that by interacting with and talking about each other constantly.
The EN fanbases seem far more secular, I think to a large part because they are so widely spread out all over the world and only so few of them can really be considered close friends with one another
