To be completely fair, Hololive has only been around for about 6-7 years, and only started growing as a real company like 4 years ago.
Compared to other companies that have been around for dozens of years, Hololive is pretty much doing everything at record speed in terms of growth and adaptability, at least while its still relevant and the number 1 Vtuber company that there is today. Everyday they probably face a new problem or issue that would be an easy solution for any other company that has been around for a long time yet Holo is always trying to horse race itself into becoming a fully functional company that can deal with whatever is thrown at them.
Problem is that a lot of those problems they don't have clear solutions for since there's no other Vtuber companies they can benchmark from because they're all inferior to them in comparison or are having similar issues that they're having. (Like how to manage talents that are from a different country) The only references they could take are from other idol talent agencies but even those are known to be pretty predatory towards their own talents so it's not something Hololive could or should learn from.
Hololive faces expectations from not only it's own fans but also literally every other person on the internet that knows about Vtubers, so they're always expected to do everything perfect at every turn which is why it's so surprising when they mess up even on the smallest of things.

At the end of the day, based on what other Hololive members have said and how often it's brought up, I think the company is pushing a bit too hard on the growth area because it relies on the talent's to constantly do "homework" on top of homework which just seems endless at the end of the day. Ame never explicitly said it but you could tell that she was always pressured with homework to the point that she didn't have time to work on her own personal projects that could have benefited Hololive in a major way... Anyway those are my 3am thoughts.

It's always been hinted that Ame isn't leaving permanently, I mean I think she's leaving for sure, but at one point in the future I'm 100% sure that she'll realize what she left and come back to being full time.

It's better because it has more members in general and what makes these events work will always be the amount of people that get into the roleplay.
If anything ENreco was more like a training arc for the EN girls on how they can get into roleplay and not act like an awkward mess when they get invited into these types of events, so it worked out in the end for both of them.
