That's propaganda. Hangul was pretty much immediately rejected by the aristocracy on conception, since they didnt want commoners to be able to read. It was buried and remained pretty much irrelevant until the 20th century, when Japanese colonial authorities brought it back to improve literacy rates. Even then, hangul wasn't even used frequently in newspapers or formal documents until the 1990s.

Look at any historical image or photograph of Korea. It's all kanji with the occasional hangul, see pic for example.
