Emma!!! I'm going to be basing a lot of this stuff off Guénon and Evola since you can really mold them in a worldbuilding/fantasy scenario!
The Emperor is the figurehead of the state and religion, right? In other words, he is the main symbol of the nation.
Let's go back a bit in time to understand the spiritual implications of this. In Hinduism, there is the notion of Cakravartin, meaning "Wheel-turning King". In summary, it implies the idea of a main symbol, or universal ruler, of all things. According to Evola, that means:

The king/emperor is an organizer of the earthly realm! If you remember the quote from earlier, it was believed that the pharaoh, for an example, was the divine intermediator between the gods and the people.
