Analysis will be a little different between two individuals, especially for both Bae and Axel since they're my oshis.

In the case of a one on one. Hakos Baelz doesn't exactly need to turn Axel into a mad beast capable of killing while berserk, after all there's none around. With a little imagination, since she represents Chaos, she very likely has magic that could entrap both of them in a realm where everything would drive mortals crazy (much like Sheogorath in TES). Here she will mess with Axel's head and since it is her domain, she does whatever she wants to toy with him as she pleases.

Axel, on the other hand, will be buffed since his guildmates aren't there. The tails hooked behind his pants will hold some significance to a Cerberus-like creature. Cerberus has 3 heads but the 3 tails he has could also be similar, by hooking them into his chain and infusing magic into it by saying a chant, he could gain overwhelming power and strength similar to Red Gura or Gawr. At this point, madness means nothing to him, since his mind is clouded with unhinged violence, he would most likely just chase after the rat goddess to the ends of her dimension.

In a normal fight however. Bae would find that Axel's power, whether or not he makes use of his Cerberus Tails, is comparable to that of a demi-god's. While she won't struggle at first, his experience in fighting beasts and other strong warriors as a Gladiator will eventually give him an edge until it becomes a wrestling match between the two of them. Unfortunately for Axel, Bae has magic on her side, if she wanted, she could cast a debuff on herself so she could go berserk and go ham on the dingo as much as she wished, doubling, tripling, quadrupling her power as the fight goes on- forcing Axel to use his Cerberus Tails to keep up. Of course the battlefield will be nothing but a crater of dirt when they're done. Bae will most likely take a victory here if we're going by JRPG standards since you need a team to kill a single God or Gods for that matter. But if we look at it like it's Soulsborne fight where Axel respawns again and again, even Bae will have no choice but to yield.


Overall, Bae wins in general but under special conditions and circumstances Axel can turn the tide, and even if the rrat does win. She'll probably remember that this fight was one where she nearly lost to a mortal.
