She's a magical space concept so it can be anything, it's magic and shit, it doesn't have to make sense.
But in the real world this looks like someone who got a tan but had a sticker there so that part would not tan and it would end looking like this.
Her race was never addressed tho. She never acted black either. And her skin tone isn't really "black" either. Looks more like indian or SEA or mexican even.
Being australian she could just be tanned, the tanned white australian stereotype is a thing for a reason.
Who knows. I would have been nice if it had been addressed directly.
