WS is an anime card game with sets themed after anime and manga properties.
They have the usual offerings: starter decks with mediocre cards for noobs, booster packs and booster boxes that have a bunch of packs.
If you buy booster packs from the hololive set its all hololive cards so if youre just after a bunch of random shit by all means buy a pack or two
if you want a specific card, buy the individual card on whatever site sells them (TCG sites, ebay, whatever. just make sure to price check and see the seller reputation)
the signature cards are special holographic cards with a foil stamped signature of the holo. these are going to be many times more expensive than a bog standard card
again, i do not recommend buying a box and trying to gacha your way into a stamped card or even a specific holo. if you want the card, buy the single. this is true of pretty much every trading card game.
if you want them in english, they apparently release in april, the japanese version is already out
