North America, specifically the USA, generates the most profit for Hololive outside of Japan by a considerable margin. You can bring up successful indie Yuro chuubas, but I can guarantee you a significant portion of the viewership of said Yuro indies are Americans. Cover knows what makes them the most money and focuses on that.
