in short, no. what >>75190979 says definitely sounds snobby and terrible but it's crucial to understand how the design process works.
let me use a cooking analogy.
the typical person has probably eaten enough to tell what they like and don't like, obviously. but if they haven't cooked, they will likely not be able to tell what went wright or wrong with a meal on a step-by-step level. their judgements only come to fruition as vague statements that only relate to the meal as an end product. if you gave them the ingredients for the meal, they probably wouldn't know where to start.
the more cooking experience the person has, the more likely they are to be able to point out if an ingredient has been used too much or too little, or if something was left on a stove too long, or other things like that. the cook knows BOTH what they like and why they like it, which makes them more helpful in terms of critique.
it is much the same with vtuber design, and character design in general. seeing a lot of vtuber designs can help with figuring out what you like, but dabbling in the design process yourself will let you pin down the exact things you like and the creative decisions that lead to those things.
