It's kinda complicated but, you basically choose a time frame (eg. monthly, daily, weekly) then you give them the amount of money you want to spend on the ads ($1000 in Nene's case) then they charge via cpm (eg. every 1000 views or clicks). Once you've reached the amount of engagement you paid for they stop running the ads. If it doesn't reach that amount I don't think you get the money back and youtube pockets it. So Nene accidentally bought $1000 of ad views for the day instead of for a month and only got $2 worth of engagement. I probably fucked up the explanation but that's probably the best I could do.
