Well, the problem is they only made up the lore after the fact. The characters in Hololive weren't designed with coherent lore in mind. Why is a sports club girl friends with a demon and an oni? There's no answer, because that gen predates the concept of serious lore. And you have characters like Masuri or Sora that clearly don't have any role in a serious narrative about supernatural beings.

They also give the girls very little creative license *before* debut on how they want to be portrayed, but give them complete creative license *after* debut. So you get this weird thing where Council doesn't want to be as powerful as their lore suggests so they all essentially retcon themselves into weaker characters ( ex. Fauna is a witch who stole her role, Mumei is just a spectator, Kronii is just a Time cop, not an all powerful 4th dimensional being) and stuff like Kiara's isekai revivals and Ame's time traveler stuff being grafted on after the fact.

They also put zero effort into checking between the girls if the lore they come up with actually makes sense, so you get stuff where Council's version of Council and Lap's version of Council are completely incongruent because at no point did anyone sit down with anyone else and establish what the "canon" is.

Basically, Hololive lore is a fun excuse to make some chuuni fanart and a good springboard for fanfiction, but it's not a coherent narrative, just a collection of cool ideas you can enjoy in isolation. It's like how comic books are a mess if you actually take every event that occurs in the same universe and look at things big picture.

She is the one who chains us to time, and chains time to itself. Tomorrow comes after today because she ensures that every yesterday precedes them both. She punishes paradoxes, squashes anomalies and keeps anyone capable of manipulating the flow of time on a very short leash.

She tends to nature and fosters its growth. She watches as species evolve and prunes the tree of life as necessary so it may blossom, like someone tending to a tree. She has watched life from its inception and seen every species claw its way out of the primordial soup. If life on earth needed to be restored from microbes all the way to mammoths, she could use her magical abilities to turn the records she keeps on each creature into reality once more.
>Guardian
Her goal is to understand and protect civilization from threats. Mumei is seen at the site of so many human disasters and tragedies because she seeks to understand threats to humanity coming both from within and from outside. Once she collects all the knowledge she needs on the (relatively) recently created civilization, she will be able to prevent its downfall. If she has to cause a few societies to collapse in service of that goal, so be it.
>Speaker
Sana is the voice of the silent universe. Billions of lightyears lie out there, unknown and unfeeling. This indecipherable, limitless expanse of cosmic vistas is what Sana represents before the Council. She speaks for the Space we can observe and the Void we cannot, as the areas in between our reality are governed by other beings like the Ancient Ones, whom she also lends her voice to.
>Chaos
Baelz exists as a necessary evil and tiebreaker for Council. The first to arise and the leader for one simple reason: she has nothing to uphold. Chaos is entropy, and entropy is inevitable. At the heat death of the universe where Space, Time, Nature and Civilization no longer have any meaning it is Chaos that will be their undoing without her needing to lift a finger. And so, she can go with her whims and advocate for whatever she wishes. When the unfeeling forces of Space and Time are at odds with Nature and Civilization that cherish Earth above all else, Chaos decides who shall win. For it matters not, as the unpredictable, inevitable end comes all the same.
