Because the abusers say anything and everything they can to keep stringing victims along, make it look like it's not their fault or that they're sorry and are working "very very hard" to rectify the issue, and the chuubas are usually too trusting/non-confrontational to put their foot down and demand the service that they've paid for. There's also no real recourse in the event that a chuuba gets scammed. They don't have the power or the capital to take a company to court for just the chance to get some of their money back, and on top of that the real damage has already been done via the time those orders have gone unfulfilled and the damage to the chuuba's brand/the trust the viewers have with the chuuba. It makes even less sense to do this against artists/riggers whose deals are usually more tentative and the possible gain from the litigation being pitiful. The best the chuubas can hope to do is to warn each other about experiences they've had with these companies or individuals to prevent others from being taken advantage of like they were

Not that this is what happened in this particular case. It might be what happened, but this is just how it usually goes down

Tonari Animation employee James Wicks was fired from the company but used his perceived status as an animator to create his own animation studio named Studio Cell and take animation commissions from about ten different liggers, failing to deliver on almost all of them and further failing to refund most of those failed projects. We still don't know the entire outcome due to likely litigations happening behind closed doors as well as the chuubas just wanting to move on from it. There's way too much to be able to convey the entire event in just a single image
