They've botted NijiEN a fair amount in the past, but they tend to use more expensive botting services so it's not as obvious as the waving when they do.
Initially they were probably scared the botting would hurt their channels, but they can't really target them too much now because they are under too much scrutiny with all the drama. Too many people would notice.

While they want it to be obvious when they target hololive to try and undermine their numbers with any tourists/casual audience that notices
