My best guess is that they were afraid that Selen would choose to go the Zaion route and release a manifesto telling everything what she saw during her time as a liver. They didn't believe her when she said that she wanted to move on, so they tried to get ahead of the story and put the public on their side using the organs as mouthpieces:
