ID fans are still Indonesian, be they males or females. The economy becomes the reason they'll be less likely to spend. That doesn't include the regulation (look at Singapore). Not to mention the VTubers are still a niche compared to K-Pop, unlike in SK (Isegye) or JP (Chronoir).

IDbros here actually pay to buy skins in Chinese MOBA. Also, HoloID girls did have some gachis (yes, including that Zomily who passed away several days ago). Not enough, but they're there. Even many years ago, IDbros (especially teenagers and even underage) were willing to buy something in multiplayer online games. I'll go for "lack of funds" and even said "muh free" mentality will go back to "lack of funds" reason.

And, one way to counter that is to make something as cheap but can be bought by many people.

You can argue that more members means more fans in the case of JKT48. But, Hololive ID needs money, too.

Some fans always whine about VTuber with her boyfriend (presumably) so much they forget to realize that there's a chance of the other way around: said BF may be jealous of his girl because she's too busy with VTubing things that she spends less time with him. This problem can threaten their romantic relationship.
