It's perplexing, I believe you, it's just going to be a pain in the nuts to debug, kek. For what it's worth, I almost always notice it mention that the model checkpoint can't be found...and then it loads the same checkpoint just fine anyways.
From the user side, you can always just keep an eye on the console output as SD launches. If you don't see the "loading VAE weights" line before it gives you your localtunnel/gradio link, go over to the SD tab and either select the VAE + Save Settings or just save settings if it's already selected.
