I'm not sure then. That VOD is clearly muted but Twitch Recover returns a false negative. Twitch Recover is useful for a couple of things but it has a reputation of being out of date and unreliable. I have two theories:
>Twitch Recover reads whatever data responsible for placing the red marks in order to determine where muted segments are
>This VOD you linked me is from 11 days ago before the bug started occurring, so while it may be muted properly and just the red marking is messed up, more recent VODs may not have been muted properly
Either way, that was the only method I could think of for checking for muted segments
