It's a gacha.
You pay money, you get to play the gacha once. Every pull is one of the prizes listed, there's no "losers" that don't get you anything.
The problem with the mini figures is that when you pull the gacha you will only see you won a "Choconokko Award Choconokko Figure" or a "Kyun Chara Award Kyun Chara Acrylic Stand" or whatever, you have no idea which it is until the package arrives at your doorstep. Those are generally the more common prizes though, so if you are going for the IRyS Visual Board you might end up with a few dozen mini figures and IRyS might very well be part of that. If she isn't then it shouldn't be terribly difficult to find someone that resells it, since they are effectively consolation prizes they shouldn't be terribly expensive.
