I have the exact same issue, can't figure it out. Spent hours googling, reinstalling, updating, haven't found a solution.
Everything works except loras, doesn't matter if it's a character lora or a style lora.
The lora files are there, they show up in the UI, after generation there's no "lora not found" info, but the image gets generated as if the lora was set to 0.

The only difference in metadata is that forge doesn't save hashes for model and loras.
