theyre working on it already, they put out an update that has a bunch of shit that should have been in the game at release + a teaser of drivable vehicles although fans have already shown that you can do this even way back in the janky fo3 engine so really its just a matter of bethesda being not that competent and also just lazy/bad time management
the game was just straight up not ready to release, imagine if microsoft didnt force them to delay the release
