They usually get the designs from artist first and then look for talents that match the models (mainly voice). Laplus design could had easily landed on a EN member and vice versa Kronii design could had belong to a JP member if they happen to find a voice that match better. If Cover happen to be sitting on a loli design in their catalog then all they have to do is finding someone to match that design which shouldn't be too hard, EN1 have two members with high pitch voices (Gura, Kiara), & EN2 have 1 member with high pitch voices (Bae). It's very possible.
