In most cases, you can expect Hololive nations to be relatively friendly towards other fellow Holo nations due to the shared cultural and religious identity. But the better way, in my opinion would be to start thinking about how /v7/'s thread culture is, and imagine what kind of government, economy and religion /v7/ would have. Then you try to apply what your thread thinks about other generals and chuuba. Since religion would be a big thing in Vitubia, how one nation thinks of the other's God(s), that would influence how you think about your neighbors and fellow holo nations quite a lot.
You don't have to rush doing diplomacy, that's one of the gripes I have with some anons. You are world building, not making friends. So it would have to be subject to interactions outside of this thread. Of course you can have different layers, that while diplomats from Nation A have good to decent relationships with their Nation B counterparts, the citizens and powerful people alike are quite unfriendly towards Nation B. Like I personally don't hate /inf/rep but the thread he's repping has a very bad reputation in /who/. But also note that geographical proximity would also play a role inter-thread relations. Using us as another example, /who /has little contact with the Suise split outside of some occasional mention of Suise in /who/. But the proximity, old thread interaction and to some very minor degree, the relation of the two chuubas influences that fact in the lore.
If you really can't think of ideas, then just brainstorm some, pick out the best ones and ask here. A lot of anons would be happy to give you advice.
