Breast size is irrelevant for milk production, breast are just sacks of fat where the mammary glands are.
The amount of production depends of the glands and the hormonal chain behind them to stimulate lactation, we could argue big mammary glands produce more milk but there is really not much variation in size between races.
So Rushia/Gura could produce the same amount of milk as Noel or Mori.
