Niji-only event definitely isn't small, but it is nowhere nearly as big as Comiket. The amount of attending circles in that event doesn't reflect the amount of circles who were physically there either
With that said, it comes down to supply and demand (and to a lesser extent, artists' personal interests) for Comiket.
