It sometimes simply boils down to corporate autism, the guy in the office who backed up the troublemaker keeps backing up the troublemaker because stopping would be seen as showing weakness and losing face.
Here's another example, this asshole has been arrested multiple times for driving drunk but he gets to keep his job and keep appearing in important storylines because he's related to the biggest star in the company, any other guy would have been suspended and depushed after the first time and fired after the second time.
