Forgive me, tourist here -- familiar with most of Phase but just recently watched Shiina for the first time. Caught a couple more streams in her crab hoodie and found her very sweet and charming on many levels. Then I learned that pic related is her main outfit. This, Phase does a pretty good job of this. For example Shiinas does a good job of being simple but with distinct details from the midline up which is important for vtubers specifically. Scissor hairpin, hair bow, blue bow around the neck and most importantly long hair with the stars inside while keeping the overall design uncluttered. Another big thing is outline which I think Jelly does exceptionally well. Both her hairstyles give her very distinct outlines. An example of a design I dislike would be Hakos Baelz from EN. She has so many details going on at once that it just kind of blends in to itself with nothing really sticking out.
