Theoretically speaking, yes. Even current Neuro sort of understands morality and what can be considered good or evil.
The question is how much it would be enforced and how the AI will approach every step on the way with multiple questionable moral decisions.
After all, not even humans themselves have a constant set of morals, as it differs from one human to another.
