bit of both, Vtubers were a thing in KR before and pretty much all of them had some vtuber or streamer background.

It started with One Man and a vision!
To make a Korean vtuber idol group!

Some anon made a better copypasta but basically, woowakgood, probably the biggest streamer in KR in this sphere held auditions and made the group.
Some of the girls like Ine kept their model and name from before, others changed but they entered the WAK streamer group and then did normal vtuber stuff with some VR till their orisong release when things kicked into high gear.

I keep seeing that one of the main driving forces for their continued growth is a Hololive style box + the fan interaction that Coco had.
The beginning of their stream, sometimes the whole stream is looking up their naver page for at fanart, edits, but also clips of the other members so they're all caught, while creating a feedback loop.
They also do a lot of VR dancing and singing, so the idol part isn't just a gimmick.
