There is always always a part of that in all vtubers or even streamers, sometimes almost invisible like Botan, sometimes pushed to the maximum like Rushia or Flandre. Gura I guess is at a middle ground here, it's not what she targets but being cute with that voice bring some like that; of course Kiki is 100% here

Be it comedy or other content, you often find vtubers who manage to "gamify" donations or make the reactions to them funny, standing out on the entertainment side.
Coco, Pekora, Marine are pretty clear examples.

Maybe could add the X factor of Saviorfags when you show clear poverty while trying hard, though it's often more an indie thing.
In the end lolicon appeal isn't that big of a buff honestly, even here it's just a nice plus. After Myth debut Amelia had double the gura fanbase in hlgg because of her early GFE and relatable feel.
