Technically this isn't the max, since Youtube says you can email them if you've got additional members and want even more emotes, but practically it's the limit since no one is gonna bother. However, most Holos, outside of the real shitters like ID1 since I remember Risu talking about needing a handful of more members to unlock her next slot, have enough members that they have no real risk of running out of emote slots nor suddenly dropping to a level where they can't just upload whatever.
