Simple really. Expand into a new market, expand the viewerbase .
Cover had no presence in English language male vtubing. So StarsEN was inevitable.
So they had a choice. LiveEN3 who would fundamentally bring nothing new to the table and unlike the JP girls there's no greater market for them to keep expanding into. The tiny market in the west is already saturated and it was never one that Cover was going to do well in anyways as their business plan just doesn't work outside of Japan.
If you're not going to watch Myth or Council then how would LiveEN3 who will fundamentally be the same as them, be the ones to draw you in?
You can't do much other than pull revenue from your cut of superchats, memberships and merch.
So what do?
Expand into a new market. This is what Tempus was. Covers initial steps into territory they had no presence in. Meaning any gains would be pure gains. Well aside from unicorn seething induced losses, but the overall thinking was that the market expansion would beat those losses.
Based on the outcome and the rapid debut of StarsEN2? They got good results (in their eyes) from Tempus.

Another likely reason StarsEN2 debuted so quick is actually the unicorns. Their whining, screaming, pissing and howling caught managements attention.
Hence you've seen them reducing their interactions with the EN girls, especially those with a heavy unicorn marketshare.
But just having the four boys on their own with basically nobody to interact with within Holo, and no StarsJP don't count due to language barriers. That doesn't work. So they debut'd a new gen quickly to build up the StarsEN ecosystem of vtubers. Now you got room for collabs and variety in those collabs.
So yeah. Unicorns. You are the reason StarsEN2 exists. And if you keep malding like this then you're gonna make StarsEN3 happen before LiveEN3.
