It's so bad that Rushia has been fired for over 4 months now and she STILL has DOUBLE the amount of hours that Ayame has streamed for the entire year. Cover doesn't fucking care if you don't stream. It's obvious that Sana was the one who felt like she couldn't go on. Whether that's due to the fact that she can't really keep up with Hololive activities due to her back pains or if it's just hard to juggle her real job with her Holo job is irrelevant. Cover just straight up doesn't fire people unless you do what Kaoru, Rushia and Chris did, which is breaking NDA.
